Job description
This contract with our Rail client is for a Construction Compliance Manager for 11 months based in North West/Midlands (Manchester/Crewe/Birmingham), Preston/Crewe, 3 days a week in the depot’s.
Responsibilities:
1. Work with the production teams and contractors to manage delivery to the required quality. Manage the spreading of good practice, compliance with contract requirements for construction, work specifications and designs, the identification and processing of non-compliances and changes and interfaces with third parties.
2. Monitor, by inspection and audit of work sites, the compliance of contractors with their assurance case, health and safety plans and method statements. Verify that works are carried out without risk to the client controlled infrastructure, tenants, employees and the general public.
3. Inspect work carried out by the contractors to monitor compliance with Railway Group and Network Rail company standards, technical specifications and contract conditions.
4. Promote production/delivery best practice across the production teams.
5. Work with the Contractor teams to implement new methodologies and operational practices in relation to compliance.
6. Provide guidance, where required, on the “build ability” of the remit, in relation to compliance, as it is developed via the Programme Engineering Manager [Track] team.
7. Provide guidance and mentoring to the client and contractor staff in relation to processes and systems employed in the delivery of works.
8. Provide input to compliance monitoring systems including scorecards and KPIs.

Essential
• Relevant successful experience in the construction industry, and in a relevant railway engineering discipline or building management as appropriate.
• HNC or equivalent qualification in construction or a relevant engineering discipline.
• Knowledge of safety strategies, in particular health and safety plans, method statements risk assessment and environmental conditions.
• Working knowledge of Construction Design & Management (CDM) Regulation requirements.
Desirable
Membership of a relevant professional body and/or educated to degree level.
• PTS competency – ideally both AC & DC
• Good IT/Excel Skills
Desirable
• Production of S&C and Plain Line Track Geometry Acceptance Certificates.
• Experience of completing Engineering Verifications (office and site).
