Job description

This contract with our defence client is for a Technical Author for 12 months in Abbey Wood, 1 day a week in the office. The pay rate to candidate is Umbrella- £750-850 a day, PAYE £558.22 – 632.65 a day.  

 

Responsibilities:  

• Review of UK Current Legislation related to Directed Energy Weapons (DEW) Identification of relevance of current legislation to DEW systems.  

• Identification of gaps in current legislation  

 

Proposal of action plan with respect to either the pursuit of Disapplication, Exemptions and Derogations from  

• The Control of Artificial Optical Radiation at Work Regulations 2010 (CAOR) or proposal of Acceptable Means of Compliance with CAOR.  

 

Review of Current Defence Regulation and Regulatory Guidance related to Directed Energy Weapons (DEW):-  

• Identification of relevance of current regulation (DSA 02.OME pt. 1, DSA 02.OME pt. 5) to DEW systems  

 

Report summarising the above, and containing a proposed action plan, identifying: -  

• Potential Exemption of Directed Energy Weapons (DEW) from specific Defence Regulations,  

• Potential Amendment to specific Defence Regulations and guidance to enable in-corporation of DEW,  

• Potential Alternative Acceptable Means of Compliance (AAMC) to achieve compliance with relevant Defence Regulations,  

• Development of new regulation/policy to be incorporated into Defence regulations and guidance set to address gaps between regulation and legislation of DEW  

 

Provision of proposed up-issue to Defence OME Safety Regulator (DOSR) Regulations and Guidance to address the following: -  

• Gaps in Defence regulations and guidance with respect to Directed Energy Weapons (DEW),  

• Production of Acceptable Means of Compliance (AAMC) for DEW systems to facilitate compliance with Defence regulations of DEW systems.  

 

Delivery of the following articles: -  

• Review of current UK Legislation and its applicability to Directed Energy Weapons (DEW), Review of current Defence regulation and guidance and its applicability to DEW, Proposal of regulatory uplift to effectively capture appropriate regulation of DEW, Authorship of Alternative Acceptable Means of Compliance (AAMC) for DEW where it has been identified that there are defence regulations relevant to DEW, but the current Acceptable Means of Compliance (AMC) is not relevant to, or appropriate for, DEW systems.  

• Identification of topics where there is a lack of regulation for DEW systems, and author-ship of proposed regulation and AMC to cover identified gap.  

• Proposal for change of legislation with respect to DEW (potentially a DED for Defence DEW systems, where the current legislation is not appropriate for DEW systems, to allow DEW systems to be managed in line with other high hazard conventional and strategic weapons).

Requirements

• Ideally, a good understanding of current Defence legislation with regards to ordnance, munitions and explosives and how this can or cannot be applied to Directed Energy Weapons  

• The ability to review and assess current legislation and Defence regulations, identifying gaps and making proposals.  

• A good understanding of existing Health & Safety regulations  

• Previous experience in the assessment of regulations and authorship of Safety Cases or reports  

• Ideally, possess a STEM background with some technical knowledge of Directed Energy Weapons  

• Strong stakeholder engagement skills and the ability to communicate effectively in a technical environment.
