Job description

This contract with our Defence/Nuclear client is for a Pipeline Commercial Interface & Compliance Manager for 18 months, Hybrid – 2 days max at Aldermaston site (Ad Hoc travel to London may be required infrequently).  

 

Key Accountabilities:  

• Support teams to deliver the strategic direction of Commercial Excellence.  

• Support the Strategic Commercial teams and the Procurement operations teams providing them with sufficient governance, reports, systems, and processes.  

• Developing and maintaining positive and productive relationships with key internal and external stakeholders and promoting awareness of the Commercial Management function.  

• Provision of standard and bespoke business reports, analysis etc and material for functional performance metrics and reviews.  

• Identification and management of risks and opportunities within area of accountability.  

• Ensuring the creation and maintenance of the Commercial Management processes, procedures, systems, tools, and guidelines regarding compliance with the organisation's contractual, regulatory, and legislative commitments.  

• Creation and delivery of appropriate training material.  

• Maintain and promote high personal standards in environment, safety, health, security, and quality and be a great team player.

• The Company may require you to fulfil any other reasonable duties aligned to your position from time to time in line with business needs.  

• Provide strategic support to the wider team in assurance activity, with a particularly focus on the client's regulatory and mandatory requirements and obligations.  

• Coach and mentor Commercial sub function on client's expectations for effective control of risk and compliance ensuring that the Commercial sub function are informed of changes to legislation and regulations.  

• Support Commercial governance and reporting for the risk and compliance agenda, ensuring there is clear accountability for who is managing the risks; leadership understand and fulfil applicable risk reporting requirements, and ensure risk and compliance issues are escalated to an appropriate Risk Management and Compliance governance group.  

• Take an active role in representing the Commercial sub functions external relationships with the MoD, other government bodies and external regulators.  

• Support internal and external audit activities, establishing scope, providing material for review by auditors, attending audit reviews, agreeing, and closing out actions.  

• Use Spend Analytics to provide actionable insights that support and shape the future demand of the business through its budgeting and decision-making processes.  

• Define the processes, tools and methods for collating and managing spend data, ensuring it is cleansed and categorised accurately for spend analysis.  

• Translate datasets and analysis into actionable and easy-to-understand insights and recommendations.  

• Enable accurate and confident decision-making in the procurement, process Market intelligence providing industry and supply market intelligence research and analysis relevant to the company’s supplier markets to Commercial team and the wider business.  

• Design and deliver best practice reporting of long and short run procurement activity improvement initiatives aimed at improving data visibility and accessibility that are high quality, timely, accurate, exception-based management information.  

• Work alongside category management and business cost analyst teams to define standard metrics and Key Performance Indicators (KPIs) that ensure high quality.  

• Management Information (MI)/Business Information (BI) reporting tools are delivered to meet reporting functional and business requirements relating to Commercial activity, that can articulate the Commercial sub functions performance and compliance to several different levels into the Commercial sub function, the customer, different regulatory bodies, and internal stakeholders.  

• Contribute to developing best practice on MI production and key reporting tools and work closely with business leaders.

Requirements

Top essential evaluation criteria:  

1. Has operated in a Defence organisation, in a commercial role, or has operated in a commercial role in the public sector.  

2. MS Excel experience  

3. Solid Commercial experience  

 

Essential:  

• Active SC Clearance  

• Has operated in a Defence organisation, in a commercial role, or has operated in a commercial role in the public sector.  

• Solid Commercial experience  

• Experience of using Excel – Intermediate level  

• Construction experience would be a nice to have.
