Job description
This contract with our defence client is for Deputy Director (Estates and Construction) for 16 months based in one of the following locations: Glasgow, Whittington, Andover – 60% onsite requirement – Some travel will be required across these hubs – expenses will be paid for any travel away from their base location.
Summary of the Role:
• Hold a Commercial Delegation to make contractual commitments on behalf of the client, with all the accountability and authority to ensure that there are robust procurement strategies for all procurements, that all contractual commitments represent value for money and are affordable within agreed approvals.
• Deliver the agreed programme of procurements and disposals on time and to a high quality, engaging as necessary with customers, the delivery team and other enabling functions, the scrutiny community and decision makers.
• Play an active and effective role in the Programme Steering Committees, Programme Boards, and other meetings, as the senior representative of the Commercial Function.
• Provide both decisive and educated leadership, facilitating the engagement and effectiveness of the commercial team. Successfully engage, lead, coach and inspire the team to reinforce the client and the leadership values. Deliver all required line management activities to ensure the team deliver their objectives.
• Ensure that the projects and programmes adhere to legal and regulatory requirements, contractual obligations and ethical considerations. Advance Government policy, including sustainability and social value, through all commercial relationships.
• Support the Commercial Director by being a role model within the team, actively engaging in decision-making, leading by example, driving adoption of new ways of working and clearly communicating to enable the agency's Programmes Commercial team to fulfil its obligations and objectives.
• Deliver cash and efficiency savings to support department financial position and maintain a category level savings pipeline and demonstrate delivery against forecast.
• Deliver end to end category management strategies ensuring appropriate routes to market are used to procure in the most time efficient way.
• Ensure that Supplier Relationship Management methodologies and best practice is utilised throughout the lifecycle of the projects, programmes, and procurements.
• Deputise for the Commercial Director when required.
• Represent the agency with senior government officials and industry executives; and support the delivery of their strategy and policy, as a key senior leader.
Requirements
- Experience of land sales and estate management/property management
- Whole programme they are working on is to optimize the estate they have and how they can utilize it more effectively
- Army and air construction projects
- High value contracts
- Proven experience working within construction world
- NEC 3/4
- Strong stakeholder management skills at all levels
- Large team size and be able to lead a large team up to around 50 – 100
- Estates and property management
- Complex programs experience
- Public is a must, but a bit of private experience would be good to bring that little bit of expertise into the role
- MCIPS – high preferable
- Any type of CIPS is good
