Job description
This contract with our defence client is for a Commercial Officer for 3 months based in London or Bristol, work from the offices at least 2 to 3 days per week. The pay rate to candidate is Umbrella - £600 umbrella or £446.58 PAYE.
This role sits within the Strategic Commercial Team of CSM which has been established specifically to support the delivery of its commercial strategy working collaboratively with customers and existing commercial teams to optimise value for money and innovating where possible through effective market insight. CSM offers an exciting opportunity to make a difference in supporting the successful delivery of the aims of the Portfolio
• Provide wide-ranging commercial support to the Portfolio stakeholders from advice / guidance on routes to market, tendering processes and, where appropriate, contract management.
• Support the development and maintenance of the CSM commercial pipeline working closely with subject matter experts and other commercial colleagues within the organisation.
• Support the development of complex end -to-end procurements ensuring innovation, where possible whilst adhering to commercial policy, processes and category strategies (where they exist)
• Lead on supply market analysis to ensure an effective understanding of the market dynamics to inform appropriate commercial strategies and in the ongoing management of the contract once in place.
• Network actively across the organisation and OGD’s (Other Government Departments), Crown Commercial Services and externally in accessing current trends and best practice, as well as potential routes to market
• Actively contribute to the creation of programme plans, procurement and contracting strategies.
• Provide Contract administration and management as well as Supplier Relationship Management for key suppliers & contracts within area of accountability.
Requirements
Essential
• Experience of managing end to end sourcing in a large-scale complex or high-risk programme.
• Experience of working across a diverse and complex operating model in supporting the development and implementation of effective commercial strategies.
• Experience of supporting the development and delivery of complex Invitations to Tender, negotiations and contract that may require non-standard/ bespoke conditions.
• Experience of building positive relationships across diverse stakeholder groups; able to understand and manage multiple perspectives, build consensus and influence stakeholders.
• Experience of working in public sector procurement.
• End to End sourcing in the public sector – full life cycle.
Desirable
• Working understanding of Oracle Fusion or equivalent Enterprise Resource Planning systems.
• CIPS Level 4 qualification is highly desirable.
